A meeting was called by the Colonial Office on 23 July
to discuss G.0.0. British troops in China's telegram
No. 0/0114 20 July attached. Colonial Office (r. Gent),
Foreign Office (r. Sterndale Bennett), D.C.A. (Lt.-Col.
Taylor and D.11.0. (Lt.-Col. Mangle) were represented.
2. After discussion it was agreed that the problem of
dealing with the reoccupation of HONG KONG could be divided
into two parts -

4. To deal with 2(b), it was agreed that the Colonial
Office would make/plans but that the British military forces
in China should not be utilised either for the plan or for
cover.
